Description of technique:
Schools & teachers definitely have to be held accountable for ever letting any kind of abuse, verble or otherwise, happen in the first place.
There should actually be a law that makes them and parents accountable for any kind of bullying. Whether it be on the way to school, in school or on the way home Every parent should be held responsible for making sure their child goes to school without bullying another child. Get rid of the high and mighty attitude, "not my kid!"

Someone should be in charge at every bus stop while the kids are waiting for the bus. Parents could take turns or at least you can make every kid take a turn as a bus moniter (turns!). Just like a classroom monitor.

Teachers and the principal of the school should be responsible for any recesses or goings-on during lunches. All kids should be monitored in some way at all times, for just that reason - they are kids! The good the bad and the evil. I'm tired of hearing about teachers and parents who are just plain too lazy to watch their kids and take on their responsibilities.

Take that extra minute to walk your kid to school. Then you'll get to see the wonderful teacher, who takes that extra moment to be watching as the kids show up for school!

Everyone must take part in making youth enjoy coming to school and learning. Making sure that fear of coming to school isn't blocking out their learning abilities. Take off the blinders, this is the real world. Our kids definitely need to be watched at all times!
