4 empty paper towel rolls
red, white and brown paint
large empty box
red hat
red face paint
about 10 small white inflated balloons

Instructions:
Cut bottom of box off. Cut a circular hole in the top of the box big enough for the child's head to fit through. Then tape the rest to secure it. Cut two circular holes on each side of the box matching up to where your child's arm will go.
Paint the entire box white. Let dry.
Take the brown paint and make wave designs at the top. It will look like hot fudge.
Tape the empty paper towel roles together forming a long straw. Paint it white, let dry. Paint red stripes down the side. Tape to inside the box.
When child is ready to wear, blow up all balloons, put on costume. Attatch all the balloons on the top with tape. Paint child's face red. Put on hat. The balloons give the effect of whip cream.
READY TO GO.

Other information to consider:
Be careful if you're going to travel outside or if it is windy. The balloons may fall off.
