What age group is this costume for?

Estimated time required to make this costume:
1 hr + shopping time

Difficulty level:
Quick and easy - no sewing required

Items you will need: (Hit your return key to start a new line)
sturdy cardborad box(appropriate for size of child)
construction paper or cloth- blue (several sheets)
black paint or marker
white glue
clear or blue cello food wrap
fish cut outs, or plastic toy fish, sea weed, etc.

Instructions:
Cut the box leaving a narrow rim to simulate the edges of an aquarium. Cut a hole in top for head. Cut a larger hole in the bottom for legs. Paint the rim black. Let it dry. Glue the paper/cloth to the inside to look like water. (Leave room for the fish, etc.) After the lining is dry glue the "fishy stuff to the WATER" Cover the sides of the box with the cello-wrap. Finished box should look sorta like a shadow box.
Box should fit on shoulders. Face makeup is optional, wear dark plain clothes.

Other information to consider:
*Safety tip* Be sure to have an aquarium light if walking outside after dark (Flashlight taped to box ??)
