Blue makeup or paint for face and body
Small round prop nose (like a clown's, but small)
Styling gel
A lot of hair (natural or use a long wig)
Blue shorts
White socks and red sneakers with white designs or stripes on them (you can paint an old pair of sneakers)
Skinny vage pant legs (Tape or sew them to shorts for everyone. If an adult or teen, just go with the shorts if it's not cold out, but make sure the shorts aren't real loose.)
Latex or some kind of other tape
Instructions:
For a child: Attach the vage legs to the blue shorts and make sure shorts are completely blue for best affect. If child must wear a blue shirt instead of blue makeup, make sure it's sleeveless and completely blue. Paint child's face and body (if not using shirt blue). Wet the wig and style it with gel to give it a mohawk or spikey look (similar to the characters from Dragonball Z). Put shorts and legs on. Attach the wig if using one and use latex tape or other sticky substance to tape the hanging part on the back down to the child's back. (Put shirt on if using before attaching wig. If using a shirt, cut out a round piece of cardboard and tape it to the front of the shirt around the belly.) Socks and shoes speak for themselves. When painting face, leave the area from the nose to mouth skin color, and leave two circles around the eyes skin color.
Other information to consider:
For kids, it is more likely they use a shirt and pant legs. For adults, all that needs to be done is painting the body blue, putting on a pair of short blue underwear like superman, and fixing the hair. Leave all the facial and body areas mentioned above skin colored. If you don't want to freeze, wear some blue tights and fix the rest.
