Difficulty level:
Almost as easy - some sewing

Items you will need: (Hit your return key to start a new line)
cheesecloth
white pomade for hair
white hair color spray
white face makeup
black face makeup
hairspray
white sweatpants
white sweatshirt
white turtleneck

Instructions:
Put on sweatpants, sweatshirt, and turtleneck first. Have the person/child bend head over and brush hair forward(tease). Spray hair with hairspray so that it creates a wild look. Flip head back. Spray with hairspray again. Then apply white pomade to hair in several areas. Then spray hair with white hair color. Apply white face makeup to entire face and hands. Then gradually put a little black face makeup around the eyes, blend in to make eyes look sullen.
After makeup dries, rip holes in each piece of cheesecloth so it fits over the head. Drape the cheesecloth in different layers and different directions. Tack cheesecloth together with a stich here and there to hold it together. Shred the bottom of cheesecloth to create a wispy look.

Other information to consider:
This is a easy and cheap costume to make. My 8 year old daughter won the grand prize at a halloween contest. The funny thing is that we thought of it 2 1/2 hours before the contest.
