Fishing line
Long tinsel

Instructions:
Cut out a oval/cloud shaped piece of cardboard, then cut slit in what is the front and cut out a hole the size of the person's waist so you have a donut-shape cardboard. Put a few holes along the slit to tie it together with either shoestring, yarn or fishing line. Make a few holes in the outer edges to string fishing line through to make a invisible strap to wear the cardboard form around neck as a guitar would hang.
Staple the tinsel in single strands to the bottom of the cardboard form. Next, hot glue, staple or use double sided tape to attach the polyfill or batting to the both sides and edges of the cardboard in pieces. (Make sure to let the tinsel hang through. The tinsel will be the rain.)
Next, glue, tape or staple other cloud like bunches of the polyfill or batting to the sweat jacket and hood.
Spray both cardboard cloud and the sweat jacket clouds with the grey spray on hair color.
Cut out a lightening bolt shape and cover with foil.
Attach the lightening bolt to any part of the cardboard cloud.
When putting on costume, add the grey face makeup to your face put on grey gloves and you are a Thundercloud.
