Depends on how fast you work, and how elaborate you get.

Difficulty level:
Almost as easy - some sewing

Items you will need: (Hit your return key to start a new line)
white long sleeve bodysuit

blue tennis skirt

1" red ribbon

1" gold ribbon

a red jewel (oval)

white and gold fabric paint

Sailor Moon's sailor locket (Can be found at KB Toys, or you can make your own)

long white gloves

blue fabric

red Fabric

white poster board

velcro

Instructions:
Hair Accessories-
Cut 4 circles out of the posterboard, two the same size, the other two smaller. Paint the smaller ones red and glue over the top of the white ones.

Tiara-
Fold the gold ribbon over to make a V shape, hot glue in place and then hot glue a red jewel in the center.

Choker-
Cut a piece of red ribbon long enough to fit around your neck. Hot glue velcro to both ends and paint a cresent moon on the front of the choker with the gold fabric paint.

Fuku (Sailor Outfit)-
cut the red fabric into two strips each about 5-6 inches wide (depending on the size of the person wearing the costume it can be thinner). Tie two large red bows (make back one a bit larger). Cut a collar out of the blue fabric with a square back and that comes to a v neck in front. Sew or pin the collar onto the white body suit and attach the bow where the collar comes to the point. Attach the locket to the top of the bow. (If using the store bought locket, you might wish to take the top off and use only that.) Cut the sleeves off of the body suit at a short sleeve length. Cut up under the sleeve to the shoulder and roll the fabric into the sleeve roll. Sew the back bow onto the back of the blue skirt.

Gloves-
Roll the ends of the gloves up so that the gloves end right before the elbow and pin or sew to fasten. Dye the roll red.

Boots-
If you can't find red knee high boots, but a pair of cheap shoes and dye them red (if they aren't already), then take the red fabric and cut pieces to wrap around your shins to look like knee high boots. Velcro or pin down the back and cut the front into a point. Don't forget to paint the cresent moons on the boots, too.

Other information to consider:
Don't forget to put your hair into Odangos (the meatballs)! To do that, simply make two buns on the side of your head. If your hair is long enough, leave some hair down out of it for the pigtails. If not, you can always buy hair extentions or wear a long blond wig.
Also this can also be modified to any other Sailor Senshi.
