I have 3 kids so one was the cop and 2 were robbers. The cop outfit was dark blue sweats - the top very oversized. I also bought a keystone-cop type hat to go with it, and a plastic cop-stick. The other two I used grey sweatsuits and you will need many rolls (4 or 5?) of black electrical tape.

Instructions:
For the cop, iron on the word POLICE and a large star on the oversized top. For the robbers, I used electrical tape and did a striped pattern over both pieces of the sweats, and then printed out a large number and taped it on the back of each kid. Cute!

Other information to consider:
The tape does start to come off after a couple of hours, so this is not a costume that lasts a long time! It was perfect for my preschooler, however, and he could wear it comfortably all day long! I got all the sweat pieces at the thrift store!
