Black trash bag (depending on child's size)
Witch hat

Instructions:
Slip trash bag over child.
"Shred" bottom, sleeves, and neckline on bag.
Make a sash out of remains.
Top off with hat.

Other information to consider:
Be extremely careful around toddlers. That is why I don't recommend making this for pre-schoolers.
