Blue metallic material, about a yard, depending on size of child
White fake fur (the strip kind)
Glue
White spaghetti strap dress
Safety pins (for tie)

Instructions:
Cut a piece of fur to loosely fit around the face. Glue the strip of fur on the top of the material where the head will be. This will go on like a cape with a hood. Put material on child; you will need to cut a strip of material to use as a tie for the hood. Pin the tie around the neck area, then tie in the front. If you want, you can make the tie with the strip fur. Wear the spaghetti strap dress underneath. Paint the face with glittery blue makeup.
