A very short baby-doll style dress
Blond curly wig
Bloomers for under dress
Short cuffed or lacy socks
"Mary Jane" shoes (or tap shoes)

Instructions:
Search thrift stores or girls dept for short A-shaped dress (i.e. sailor suit). We found that thrift stores/rummage sales have these types of dresses. Worst case scenario, buy dress pattern to sew.

Cover hair with cut & tied-off panty hose, put on blond, curly wig. A coordinating hair bow or hat set at a jaunty angle looks great with the curly wig.

The socks and Mary Jane shoes will complete the outfit.

Other information to consider:
Makeup would be minimal. You could try to darken area around corners of mouth to appear as dimples (use eyeliner pencil).
