Yellow poster board
Duct tape
Scotch tape
Lots of small yellow balloons

Instructions:
Make a tube big enough to fit around you and that you're able to walk in. Make it open at the bottom and the top. Cut holes for arms, head should poke out of the top. Blow up yellow balloons and tape them to completly cover tube.

Other information to consider:
You might want to paint face green. Wear green sweatpants and shoes.
