A blue dress, shirt, or pants that you can glue on stuff
Glue
A whole lot of cotton balls
Spray bottle full of water

Instructions:
Glue the cotton balls in clumps of 5 or 6 all over the dress or shirt and pants.
Let dry.
Get dressed.
Go around spraying people saying that you are "Partly Cloudy with a Chance of Showers".
