brown plain tight pants
white shoes
white craft paint
white hair color spray

Instructions:
On the front and back of shirt, take the craft paint and write "Tootsie Roll" so that it goes like this:

Color hair with the white hair color spray on the child's hair. You can put their hair in a high ponytail.

Other information to consider:
You may paint their face white, too.
