At our school, this is called "Study Buddies." With specialization of jr. high and up, sometimes it is hard to get effective math and science help after school, from the school. (The teachers are involved with coaching sports, or leading service clubs, etc.)
Study Buddies emerged, pairing kids who excell in something with kids who need a boost in that same specific area. The child asked to volunteer does not have to be a Superstar in all areas of academia; excellence in that one area is enough to make him or her a potential resource. The adult group leader claims that this boosts morale and respect on both sides, and promotes more harmonious socialization within the school community.
Within the elementary school level, this kind of one-on-one tutoring tends to be more informal, unless the child is enrolled in an after-school care program and on campus that extra time.
Teachers may ask students who are strong in various subject matter to share their gifts and skills, and help that along a bit by the way they arrange the classroom seating chart. For example, a good reader is subtly paired with a child who needs a bit of a boost, or a child who finds math easy is paired with one who struggles a bit. As long as the child who is helping can continue to function at the same level, it is generally of benefit to both, and can alleviate boredom. If a child finishes ahead of others, he can lend a hand to others. This can begin in kindergarten, or even earlier. An example of this is the task of tying shoes. A good Pre-K or kindergarten teacher seldom bends to do this anymore; she asks another student to assist. It is then not viewed as a thing that only a Big Person can do, and it's done in a friendly manner. Pretty soon, everyone has mastered that task.
Sometimes, even a child who struggles at his own grade level has skills to offer someone slightly younger. It takes a lot of focus to teach a skill, and the boost in self-esteem helps the helper.

What questions should I ask when first talking with this resource?
For special tutorial times as in Study Buddies, I'd ask what their System is, and what level of supervision exists (for safety reasons, and so they stay fairly well on-task ;-) How are students matched, academically and personality-wise? How do the tutors and students establish goals, and strive to meet them?
The teacher, tutor and student need to be on the same page, goal-wise. The environment needs to be safe, and conducive to learning. Beyond that, you are going to have to be patient and wait for the kids to take ownership of the job, and see if it that bears fruit in the form of Improved Grades. It might take awhile.
Most important question may be "what can I do to help?"
