Describe your Halloween celebration idea:
Potluck dinner done in courses by guests traveling from one home to another. This should be done on a day other than when your town is trick-or-treating, of course.

What steps should be taken to organize this celebration?
All of the involved families should make a plan for who will be making each course. One home should host beverages and before dinner snacks, a soup or a salad course, another home serves a piece of a main meal, yet another hosts perhaps a second piece of the main meal, someone does dessert, etc.

Each family should plan and prepare the part of the meal they're responsible for and have it ready and waiting at their house.

All of the families meet for the first time at the home of the person hosting the first course. It's fun to have people dress in costume for this event!
When everyone is finished with the first course, all go to the second home, where you eat the second piece of the meal. Then one to the third house, etc.
