Describe your Halloween celebration idea:
Host a Halloween party for younger kids. Invite the guests to come in costume, silly or scary. Serve Halloween-theme foods like gummy worms, pumpkin cupcakes, red-colored juice, etc. Have a scavenger hunt, where the kids get their trick-or-treating done by collecting things you've hidden around the house. Older kids can follow a treasure hunt, younger ones can look for all the places marked with a pumpkin. Play pin the stem on the pumpkin. Play musical chairs, using "The Monster Mash" for music.

What steps should be taken to organize this celebration?
Regular party planning steps.
