Describe your Halloween celebration idea:
Each family in the neighborhood decorates their house in a surprise spooky way. On Halloween night, the families in the neighborhood go trick-or-treating to all of the houses and vote on which house is the scariest.

What steps should be taken to organize this celebration?
Organize the families in your neighborhood to take part in the contest. Advise each family to make a secret plan for how they'll decorate the house for maximum spookiness on Halloween night. Make ballots to hand out to each participating family for voting on Halloween night. Plan for a time for the neighborhood festivities to officially begin. At the designated hour, adults and kids go into the street(s) to trick-or-treat and vote on the scariest house.

Additional comments:
Mostly the votes don't ever get counted, and no one ever officially "wins," but you could make a plaque that gets put in the lawn of the winning house proclaiming them "THE SCARIEST!" Really it's just a fun way for the kids to trick-or-treat, the neighbors to interact, and safety to be a non-concern.
