Describe your Halloween celebration idea:
You'll need small vases, or something semi-elegant you can use as a vase---for example, wine decanters, pretty glass jars.

Fill the container with Candy Corn, for at least a few inches, and stick autumn-toned silk flowers/foliage into it. The candy works in the same way glass marbles would, to hold the stems upright. Tie a ribbon or some raffia in a bow, around the top of the vase, if you desire.

You can even use real twigs of autumn leaves, in all their glory; I never eat Candy Corn m'self, so this would be way fine with my sensibilities ;-) It's colorful stuff, though; I luv looking at it. If it sits exposed to air the entire month of October, don't expect it to be too yummy ;-)
but it'll sure be Festive.

What steps should be taken to organize this celebration?
You need as many vases as you have tables to decorate...make one prototype and multiply out to guesstimate how much candy corn, silk flowers/foliage, ribbon, etc, might be required.

Additional comments:
I saw these kind of simple arrangements in a restaurant in Leavenworth, WA. Leavenworth is a place renowned for its Autumn Leaf Festival, Oktoberfest, Bavarian-themed buildings, beautiful scenery, skiing near at hand, orchards...just a cool place. If you ever get there, try the Renaissance Cafe. Small, cozy place that does a brisk business.
