PikLuk is a service with a child-safe browser that lets parents configure what sites their kids can see, and the contact with whom they can email.

Other comments or suggestions:
Seems very solid. I have been using it for a few weeks with my little girl. She get on PBS and other kid websites and she finds her way around.
