Description of technique for limiting kids' TV-time:
How about BALANCING tv time with everything else. We have a "no tv during the daytime" rule. Daytime includes the moment they wake up to about 3:00.
We try to fill the time in the day with other activities like arts & crafts, games, baking, etc. But basically we leave the kids to their own devices. Then, at about 4 or 5 (maybe later...depending on what's on), the tv comes on but the kids don't necessarily watch it all the time.

Other suggestions or comments:
While limiting t.v time is good, you should not toss out the tv or anything. The kids will feel left out when their friends start to talk about tv programs.
Another thing (mainly to avoid R-rated programs in the middle of the night) is to not allow the tv in your child's bedroom to have cable and it should only play movies/video games. If the tv does have cable, consider putting a parental lock on it so that eight year olds cannot be viewing an inappropriate show on at midnight while you are asleep and cannot do anything about it.
