Birthday party planning information:
Have each guest bring a teddy bear with them. Have a teddy bear parade, give prizes for best dressed teddy, biggest, littlest, most colorful, etc. so everyone gets a prize. Make a paper mache beehive pinata, fill it with goodies. Spread a blanket on the floor for the fingerfood picnic. It's more fun if each child gets their picnic in a basket or lunch box. Play picnic type games like Simon Says. You can cover a table with a blanket and make a bears' den, where the teddys hibernate while the kids play games.

Other suggestions or comments:
Make the pinata with flour paste so it breaks open easily.
