My 7 year old son has stolen from school .. what to do?

My 7 year old son has recently stolen two books from a girl at his school. Without telling anyone, he returned them to her the next day and said sorry he had taken them. The teacher had a brief word with him about stealing and informed me what had happened at the end of the day. When I was talking to him about it, he admitted that after the teacher had spoken to him he had taken two more books from school. I was shocked. I spoke to him in great depth about right and wrong - although he was already aware that stealing was bad - and when asked why he took the two books, he said he didn't know. He has lost his pocket money for three weeks, and been banned from computers or dvds for two weeks as a punishment. He has also had to explain what he has done to the teacher and has said sorry to those he stole from. But, my question is ... what should I do to make sure it never happens again and why did he do this. He is a generally well behaved boy, from a supportive family and has recently received lots of praise and attention for good achievements. Please help!

So he got the positive attention, then he stole books and returned them with an apology, then stole more books? Is that how it went?
